JOHN KASTAN, Ph.D. APPOINTED EXECUTIVE DIRECTOR

The Board of Directors welcomed John Kastan, Ph.D. as the new Executive Director at our annual meeting on May 25th. In June Dr. Kastan will replace retiring PCC Executive Director Herb Ruben who led the agency for 52 years.

“We are fortunate to have Dr. Kastan join the PCC family. His experience in administration, finance, and developing innovative mental health programs and services, as well as his commitment to our mission, will provide the leadership needed to continue to meet the present and future needs of the people in the community we serve,” said Board President Jay Greenbaum.

A warm welcome was extended to Dr. Kastan by Arlene Sanchez, LCSW, Commissioner of the Department of Mental Health, Chemical Dependency and Developmental Disabilities, who attended the annual meeting.

“The Peninsula Counseling Center’s array of versatile programs and services has a direct positive inpact on the individuals it serves. As a result of the State’s economic cutbacks, these individuals are at risk of losing their services. As Executive Director of PCC, I will fight to ensure we have the funding to continue to offer our essential counseling, mental health and addiction services to individuals in our area,” said Dr. Kastan.

Dr. Kastan has a distinguished career in the behavioral health services field. He was the Vice President for Operations and Managed Care, Behavioral Health Services at St. Vincent’s Hospital – Manhattan. He was instrumental in the expansion of school-based mental health services throughout midtown ad lower Manhattan, and created the successful Gatekeeper project serving the elderly in Chinatown, Chelsea and Greenwich Village.

Dr. Kastan served as Assistant Commissioner for Planning and Project Management at the New York City Department of Mental Health, Mental Retardation and Alcoholism Services, and was the Corporate Administrator, Department of Psychiatry, St. Luke’s-Roosevelt Hospital Center. At Merit Behavioral Care Corporation, he created a network of managed care-oriented clinical services for the Tri-State area. In 2007, he was appointed to the New York State Mental Health Services Council, and held positions on the Board of Directors of the Coalition of Voluntary Mental Health Agencies and the Public Health Association of New York City.

Dr. Kastan holds a Bachelor’s Degree from New York University, a Master’s Degree in Anthropology from The New School for Social Research, and a Ph.D. in Sociology from the City University of New York Graduate School. He is a faculty member of he Mailman School of Public Health at Columbia University and the Department of Psychiatry and Behavioral Sciences New York Medical College.
